| Abstract: | Diplomová práce se zabývá komunálními volbami v České republice. Cílem této práce je ukázat význam těchto voleb a zároveň ověřit fungování právní úpravy v praxi. Proto je práce rozdělena do dvou částí. první je část teoretická. zde jsou popsány základní náležitosti voleb, jako je volební právo, volební účast, hlasování apod. Druhá část, je pak praktická. V této části práci jsou propojeny poznatky z teoretické části s konkrétním městem. Pro účely praktické části bylo zvoleno město Horní Bříza a poznatky jsou ověřovány na volbách v letech 2010, 2014 a 2018. V této části práce jsou také ověřovány závěry, které byly autorem práce, ale i jinými autory uvedeny v první části práce. |
| Abstract in different language: | The elections are really importatnt and these elections are as important as the others, but they receive less attention in the professional literature or in the media. But the election to municipal councils are closest to people. The decisions made by these councils have the biggest impact on the lives of ordinary people. The main aim of this thesis is to give not only a description of the legislation concerning the elections to municipal council, but also to show, how it works in practice. So the whole thesis is devided into two main parts. The first part is the theoretical one. This part show how these elections are described by the law. In the theoretical part of this thesis we could find the basic definitions, legal claims ort he aim of the law. The second part of this thesis is the practical one. In this part is described how it all works. As an example was used a city Horní Bříza, to show how it works in the practice. In this part I also verified the conclusions, that were made in the first part of this thesis. |
