| Abstract: | Předložená práce "Finanční hospodaření konkrétního města" je zaměřena na finanční hospodaření územní samosprávy, konkrétně vybraného města s třemi tisíci obyvateli. Teoretická část se zabývá obecně finančním hospodařením obcí, z pohledu právních předpisů. V praktické části se aplikují teoretické poznatky právní úpravy hospodaření na konkrétní město. Cílem práce je analyzovat příjmovou a výdajovou stránku rozpočtů vybraných tří let a zjištěné skutečnosti rozebrat s ohledem na plánované a uskutečněné investiční projekty. Pozornost je věnována zvlášť příjmové stránce s jejím hlavním daňovým příjmem a zvlášť výdajové stránce zaměřené na kapitálové výdaje a získávání dotací na investiční projekty. V závěru je uvedené doporučení do budoucna s možnými stimuly příjmové stránky rozpočtu. Důraz je také kladen na zatěžování budoucích rozpočtů, neboť stojí za zvážení výnosnost investičních projektů s ohledem na provozní náklady, které by se mohly stát zátěží pro rozpočet. |
| Abstract in different language: | Presented thesis "The Financial Management of Specific Town" is focused on financial management of territorial autonomy, which concerns specifically selected town with three thousand people. The theoretical part is generally engaged in financial management of municipalities from the perspective of legislation. The theoretical knowledge of the financial management legislation is applied to the specific town in the practical part. The aim of the thesis is to analyze revenue and expenditure side of budgets of the selected three years and also to analyze the findings of fact with regard to planned and implemented investment projects. The attention is focused separately on revenue side of the budget with the main tax revenue and also on expenditure side of the budget with focus on capital expenditures and getting subsidies on investment projects. In the end you can read about the recommendation to the future with possible stimuli of budget´s revenue side. The emphasis is also placed on future burdens budgets, because profitability of investment projects should be considered with regard to running costs, which could become a burden for budget. |
