Abstract in different language: Rate-Distortion Optimized Quantization (RDOQ) is an encoding optimization technique that may be applied to any transform-based compression technique preserving bitstream compliance with the standard. In the paper, the application of the RDOQ to Motion JPEG is described and evaluated. The proposed solution includes block- level optimization with picture-level Lagrange multiplier estimation. Performed evaluation results in higher compression ratios as compared to typical Motion JPEG.
