| Abstract: | Tato diplomová práce se zabývá analýzou vládních opatření během pandemie Covidu-19 v Polské republice a Maďarsku. Pozornost je zaměřena konkrétně na problematiku snižování demokratických standardů prostřednictvím neliberální a autoritářské vlády, k níž může dojít prostřednictvím zaváděných opatření. Diplomová práce je rozdělena do dvou základních částí. V teoretické části práce je pozornost zaměřena na konceptualizaci problematiky porušování demokratických norem a na definici neliberálních praktik a autoritářských praktik, prostřednictvím kterých k takovému porušování může docházet. Pro účely analýzy byla stanovena kritéria pro hodnocení neliberálních a autoritářských praktik. Pozornost byla věnována i politickému a epidemiologickému kontextu. Analytická část je zaměřena na analýzu vládních opatření vydaných během první vlny pandemie Covid-19 v obou zmíněných zemích, přičemž je sledován výskyt zmíněných praktik. |
| Abstract in different language: | This diploma thesis deals with the analysis of government measures during the Covid-19 pandemic in the Republic of Poland and Hungary. Attention is focused specifically on the issue of lowering democratic standards through illiberal and authoritarian government, which may occur through measures. The diploma thesis is divided into two basic parts. In the theoretical part of the work, attention is focused on the conceptualization of the issue of violation of democratic norms and on the definition of illiberal practices and authoritarian practices through which such violations can occur. For the purposes of the analysis, criteria for the evaluation of illiberal and authoritarian practices were established. Attention was also paid to the political and epidemiological context. The analytical part focuses on the analysis of government measures issued during the first wave of the Covid-19 pandemic in both countries. The occurrence of the mentioned practices is monitored. |
