| Abstract: | Tato diplomová práce je zaměřena na přímou volbu starostů a její případné zavedení v ČR. První část práce se zabývá současnou právní úpravou voleb do zastupitelstva obcí a pravomocemi starosty obce v ČR. Dále je popsán a porovnán průběh komunálních voleb ve vybraných evropských státech. Dále je v práci navrhnut vlastní model přímé volby starostů a zároveň jsou zmíněny výhody a nevýhody přímé volby starostů. V praktické části práce byla provedena analýza komunálních voleb a dotazníkové šetření v okrese Karlovy Vary. |
| Abstract in different language: | This thesis focuses on the direct election of mayors and its possible introduction in the Czech Republic. The first part of the thesis deals with the current legal regulation of municipal elections and the powers of the mayor in the Czech Republic. Furthermore, the thesis proposes its own model of direct election of mayors and also mentions the advantages and disadvantages of direct election of mayors. In the practical part of the thesis, an analysis of municipal elections and a questionnaire survey in the Karlovy Vary district was carried out. |
