| Abstract: | Bakalářská práce se zaměřuje na charakteristiku role instituce ombudsmana v českém politickém systému. Instituce veřejného ochránce práv byla uzákoněna na základě zákona č. 349/1999 Sb. o Veřejném ochránci práv. V práci je vymezen význam institutu ombudsmana a jeho činnosti, tzn. působnost, pravomoci a ochráncova šetření. Popisuje historické a politické souvislosti vzniku veřejného ochránce práv v České republice. Zjišťuje, jak se institut veřejného ochránce práv proměnil ve vztahu k ochráncem řešeným záležitostem včetně jeho vnímání veřejností za dobu svého fungování v České republice. Zaměřuje se zejména na řešené problémy, rozdíly mezi jednotlivými osobami ochránců a jejich vedením instituce. |
| Abstract in different language: | The bachelor thesis focuses on the characteristics of the role of the institution of the Public Defender of Rights in the Czech political system. The institution of the Public Defender of Rights was enacted on the basis of Act No. 349/1999 Coll. on the Ombudsman. The thesis defines the importance of the ombudsman institute and its activities, i.e. competence, powers and the Defender's inquiries. It describes the historical and political context of the establishment of the Public Defender of Rights in the Czech Republic. It finds out how the institution of the Public Defender of Rights has changed in relation to the Defender's resolved issues, including his public perception during his operation in the Czech Republic. It focuses mainly on the addressed problems, the differences between the individual persons of the Defenders and their management of the institution. |
