| Abstract: | Diplomová práce zkoumá zásadu legislativního procesu během nestandardních situací. Práce se soustřeďuje jak na definici mimořádných stavů a nestandardních situací, tak na vymezení legislativního procesu, a na základě těchto výstupů posuzuje změny v legislativním procesu v návaznosti na tyto situace. Práce je vedena v teoretické rovině vymezující definiční znaky zkoumaných fenoménů a zhodnocení jejich uvádění do praxe. Práce se rovněž zaobírá zásahy moci soudní do již platných právních předpisů přijatých právě pod vlivem nestandardní situace - pandemie Covid-19. |
| Abstract in different language: | The thesis examines the principle of the legislative process during non-standard situations. The thesis focuses on the definition of extraordinary states and non-standard situations, as well as on the definition of the legislative process and, based on these outputs, assesses changes in the legislative process following these situations. The thesis is conducted on a theoretical level delimiting the defining features of the investigated phenomena and evaluating their implementation. The thesis also deals with the intervention of the judicial power in already valid legal regulations adopted precisely under the influence of a non-standard situation - the Covid-19 pandemic. |
