| Abstract: | Diplomová práce seznamuje čtenáře s problematikou přenesené působnosti obcí, tedy státní správy vykonávané orgány obcí. Především se pak věnuje financování této přenesené působnosti. Práce je členěna do deseti kapitol, které představují všechny aspekty související s financováním přenesené působnosti obcí. Vedle historie představuje tato práce také funkce obcí. Druhá část práce se věnuje financování obcí a především pak financování jejich přenesené působnosti. Právní úprava financování přenesené působnosti obcí je nevyhovující, proto autorka v závěru práce představuje možné návrhy na zlepšení současné právní úpravy v této oblasti. |
| Abstract in different language: | The thesis introduces reader into the issue of delegated powers of a municipality, in other word, the state administration performed by the bodies of a municipality. It especially devote itself to the issue of funding these delegated powers. The thesis is deveded into ten chapters which present all aspects concerning funding of delegated powers of a municipality. Besides history this thesis also presents functions of a municipality. The second part of the thesis is devoted to the issue of funding of a municipality and its delegated powers. The legislation of funding of delegated powers of a municipality is inconvenient, therefor the author came up with other possible suggestions to improve today?s legistation in this area. |
